Now that Trump has proposed big NIH cuts, it’s Congress’s turn

WASHINGTON — President Trump has proposed his $5.8 billion cuts to the National Institutes of Health, but it’ll be up to Congress whether or not they are ever enacted.

At least one key Republican sounds like he’s already thinking of ways to avoid them.
