WASHINGTON — The Trump administration’s attempts to lower drug costs have not gone as planned.

In the past year, the White House has abandoned two of its signature policies to lower the prices Americans pay for drugs. A federal court declared a third effort illegal. And by way of replacement, the Trump administration has pushed forward two initiatives that policy experts across the capital view with heavy skepticism.
